James Menendez, CGI US Federal Cybersecurity Practice Lead


Mr. Menendez is the Leader of CGI Federal’s Cybersecurity Services Practice responsible for managing the delivery of security consulting, advisory, and managed security services across U.S. Federal and non-Federal Business Units.  Mr. Menendez has over 25 years working in Cybersecurity.  His career in security began at the National Computer Security Center where Mr. Menendez wrote several computer security guideline documents that are part of the Rainbow Series.  Mr. Menendez was the Vice President/General Manager of CSC’s 1,400 person global security organization at which he was responsible for security service offering development and service delivery to external customers in the Government and commercial sectors globally as well as to internal customers.  The scope of the services included regulatory compliance, security operations, and business resiliency.  Mr. Menendez recently served as CSRA’s Program Manager of the FAA Cloud Service Program (FCS) which is an enterprise cloud computing contract to consolidate the FAA’s data centers and migrate applications to the cloud.  The FCS implements a cloud brokerage model using AWS and Microsoft as the initial Cloud Service Providers (CSPs).  As part of the FCS Program, CSRA developed and implemented the UAS Registry System using Agile development methods and to date, almost one million drone owners have been registered in the system.   Mr. Menendez also worked at NEC Technologies, Inc. where he delivered biometric solutions for a variety of applications in different markets including healthcare, finance, and social services.  Mr. Menendez was featured on ABC World News Tonight, CNN, and at international symposia on this topic.  Mr. Menendez is a member of the Armed Forces Communications and Electronics Association (AFCEA) and is a certified Program Management Professional (PMP).
